According to an article in the Houston Chronicle, Armstrong did in fact use the grammatically correct phrase, "One small step for a man, one giant leap for mankind" during his transmission of the lunar landing in 1969.
Previously, those of us on planet Earth only heard "One small step for man..." The missing 'A' was cause for much confusion for English-speakers everywhere.
